Use your tape measure and pull 3" or so out from the wheel and place the face of it against the wheel lip. Looking down from over the fender, read how much is covered...

For example, you see the wheel is tucked 1 1/4" inside the fender. Rough math of 10mm~1/2", = 25mm(ish). So you'd want a 25mm spacer to bring the wheel "flush".
