I don't see it as either. It is an input from the relay to the CPU. The relay is activated by the wire above the blue arrow, completing the circuit and energizing the coil in the relay. 12V then flows from the fuse through the relay and
in to the CPU and the S/L. 12V is fed to both the CPU and the S/L.
