If you use the motors to adjust the mirros, you'll find that they don't have THAT much travel inside the mirror housing. I discovered this when I wanted to direct my passenger mirror downward to see the curb I was parallel parking into. The adjustment is limited by the mirror housing. Perhaps they couldn't adjust the mirrors enough within the housing and had to alter their locking points to get appropriate rear-views and still allow some adjustment by the driver.
