Yep. Spring pre-load should be just until the spring perch is barely snug against the spring. You should be able to grab the spring and twist it around the shock with just a little effort, but the spring shouldn't be able to wiggle/bounce up and down. Ride height adjustment should be done with the adjustable lower mount. Doing it like this will keep your shock travel intact and keep you from destroying your shocks by bottoming them out.
