Default Detailing Gods "wheel rust" help

Buddy of mine purchased a 1970 fastback mustang that i have not seen yet but said there is a little rust on the wheels. He thinks is from washing and not fully drying the car and it puddled there. he said the wheels are chrome but i am not sure, maybe they are polished alum. but since he thought chrome he got some mothers and 0000 steel wool. He said the small parts came off but they are a few more larger rust bumps. He read to use CLR and thought maybe polishing with mothers after might do the trick. I told him i honestly wasnt sure about CLR as i have used it on metal that was rusted up, yes it took the rust off but that piece of metal got wet again and rusted up even worse and faster.

Any opinions on the use of CLR then polishing with mothers or should he avoid CLR and use the next lvl up of steel wool. thanks
