claybar is good but if it doesnt work... i would try WD40 + plastic razor.
worked for me when wife drove over yellow lines on our old black car we sold years ago.
then wash with either dish-soap or Griot's PaintPrep and then re-seal or wax.
that is a insurance claim for sure. get a check to pay for your work.
