No, there are several people who have it without boost.
OP, I have the F.I. SS 18" res CBE, and I really enjoy it. I also have the F.I. LTH's and think that sound is very close to what you're looking for. Deep tone @ cruse with a slight hint of rasp, but not enough to be annoying. I've had it on for 8k miles~ and even now with a 1" drop all around have no problems with scraping.
