It depends on the compound used for the tire, but the Neova's must be stored above 14F. The RA-1's need to be stored above freezing.

Tires are also much more prone to drying out when stored in a cold area, which causes the cracking. Any tire that is not being used runs the risk of drying out, but it is much more likely if it is stored in the cold.
