Nail too close to sidewall? repairable or not repairable

Found this in the morning on the way to work. what do you think? I'm a little skeptical on how close the nail is to the sidewall.

This is what we are bound by at work, we would not have fixed it,but if they used a patch plug it should be ok.

RMA: Tire Repair

Should be okay, but I'd rather get a new tire. No road hazard?

I had the same issue about a month ago. Same spot but inside. No one would patch it, afraid of busting a belt. I ended up getting my own plug kit and did it myself. No issues so far. Backed it iut with a drill, put finger on hole to stop air from releasing, grabbed plug that I had already set up, pushed real hard but slowly, trimmed with new razor blade. Good enough to get it through the rest of summer before being put up for the winter. Will get a new set next spring or sometime during the winter. Tires were almost to the wear bars too so didnt want to spring on a whole new set this late in the summer.
