whats with the odd bolt sticking out when putting front spacers on?

I am currently installing a 15mm ichiba wheel spacer on the front and there is a strange bolt sticking out between two of the lugs, whats it for? do I just cut it off?

To stop you from putting rear rims up front. Just pop It off

it looks like I have to cut the stock lugs shorter, am I correct?

if you're sure you're not going to use another wheel, or plan on swapping studs in the future, yes. you can grind it off and make the stock studs shorter.

btw, you might want to have a threading tool handy just in case.
