Click 'Go Advanced' next to the quick reply button at the bottom of the page. Then click 'Manage Attachments'. You can upload a GIF with a max size of 190.4 KB for the forum to host.

Or you can use an image hosting site like tinypic or something to upload the image. Then embed the image in your post using the [IMG] tags.
