What's your tint setup? He can't give you a ticket for tint without measuring it first since you're allowed to have 35% all the way around (minus the windshield) or as dark as you want in the back...

If you're just doing the cat-back you shouldn't have a problem with bolts. Hit them with PB Blaster or something similar before hand if you're nervous about them being stuck.
