Spacers - personal preference. If you don't want the sunken wheel look, yes. 15F/20R will do the trick.

Toe Bolts - yes. SPL arms and their "eccentric lock out kit" seems to be the way to go.

I have 15mm stud replacement spacers from H&R all around, but am toying with the idea of Swift springs and would want to jump to 20mm for the rear. H&R said I couldn't just swap the spacer itself...
