Im selling my UPREV Cable.. ( Im only selling the cable, not including the license)

I dont get it, can i activate a new license for this cable or what? Am asking cuz i got the tuner version and if for example i would like to sell it i have to put stock rom on and license is back on the cable. I am curious what's the deal with urs.
