IIRC, Uprev is no longer letting the user flash or modify their own tunes? Newer style cable is more locked down than the previous version.

Nothing has changed between the newer style cable and the older version. Tuner version lets you tune the car however you want... You can't open and edit any tunes made by Uprev, but they've always been locked
