Just off 23 and past the Washington memorial chapel is east inner line drive. There are two parking lots. First is small and gets traffic, second is larger has restrooms. I would go for second.

Update: meet up was a lot of fun! Scott and his wife were great people. We ended up going out for food afterwards. Next time around hopefully we can get a larger group together, I'd like to see that park filled with Z cars!
