Padding on top frame rails

I just had my top replaced because of the tearing issue from improperly adjusted driver/passenger side windows rubbing the top on opening of the doors. I thought all three frame rails on the top had padding between the rail and the underside of the top. I now have only one rail (second rail back from windshield header) with padding. So, is it only one rail with padding or all three?

The top install itself looks good. Nissan allows 7 hours for labour but the dealership took a bit longer as they don't do this to often. The top will only open up about 6" and then stop when using the door handle button. The dealership is looking into it but I thought someone else on here had a similar problem? If so, what was the fix?
