When I used to rely on gas stations for air, I would always ask first. In my experience, most places that charge for air will at least turn it on free if you purchase gas. Some will turn it on free if you just ask inside. |

Water would give a bit of an increase in unsprung mass. The question is how to get the air bubble out so that balance is not compromised

Then again, since water is generally not compressible, ride might be impacted as well. So the air bubble would be useful. Need to have a dynamic movable balance weight that would monitor the position of the air bubble to offset the mass distribution.
