Not sure about other states, but in FL, law enforcement will generally not respond to any fender benders on private property (such as a shopping center/mall/etc.). And if they do, it will not be a priority, and would just be a driver info. exchange they perform, and no tickets would be issued regardless of fault (though FL is no-fault state).

This has typically been my experience as well - you can call the cops but you might be waiting quite awhile for them to show up and they typically just want you to exchange info etc.

recording and taking pics with your phone seems like a great idea that I think most probably don't think about when they are dealing with it etc.

Sounds fishy but start the video rolling when the police show up as evidence they were there and get the officer's badge number.

OP, you can also file a delayed accident report with law enforcement. Even if you don't have the plate number, give them as much detail as possible, car make/model/color, location, time/date, weather, description of driver, which lane you were travelling, etc.

My GF tried with a hit and run and the cop said, "no one here for me to ID, sorry" and went on his way.

At the very least I will be picking up what Z Runner suggested for future accidents. Which hopefully don’t occur.
