They've gotten smarter with placement these days. They're near on-ramps and steep uphills so they can catch you.

if the standards are on a federal level, why are states held responsible for the testing? and on that note, why don't all states test? i'm from iowa, my cars stay registered there (.mil), and there is NO inspection/testing for any vehicles, emissions or otherwise.

It's optional how heavily the states enforce. Only parts of VA enforce. I don't have to do emissions testing where I live.

A lot of the vans are federally commissioned, and they are theoretically in every state. It just doesn't make sense to camp out in Iowa when you can tag 10x more cars by camping out near DC.
