I'm sure it's a real police car. It's illegal to have those color lights on a civilian car, and the plate is LE too. Some of these cars are nearly impossible to tell apart until they hit the lights. Here in Eugene there are several cars like this, and they have regular license plates on them.

I would bet this is real, Texas has been buying into the stealth idea the past few years. Lights are 100% inside, they are using common cars with no exterior mods. Camaros, F150 trucks, dodge charger, etc.
