Do NOT let the shop get away with that. If you have problems, call your insurance company and inform them that they did not do it and are now giving you problems.

Both the hood and the hatch have VIN plates. It's on the top edge of the bumper where the hood overlaps on the passenger side - she currently has a blank spot for the plate there.

Well my OEM bumper is gone now, they can't get it back or get the plate/sticker for me. I guess I'll call the claims agent tomorrow morning. What are the consequences for them?

They'll have to get you another one... doubt there will be any consequences for them unless they don't do it.
