So the issue is def with the headlight housing. When I took out the bolts supporting it to move it around, I could greatly fill the gap between the hood and light. But the moment I put everything and together, the gap is their. I have no way to tighten these headlight bolts anymore without risk of damaging them.

So is it a body issue at this point??

Possibly. I've taken my bumper off several times and headlights once and everything pops back into place. If you can't get yours to line up it sounds like it may have been in a fender bender.

I always had suspicions that the car was damaged. The battery hood thing was basically dremeled away at the top. The hender lining is missing clips on the problem side, and the screw mounts on the underside never matched up perfectly.

Very reputable dealership I bought it from and running reports on it showed no damage. I may run a Carfax tonight though. I know accidents can take years to show up after the fact.

SO I ended up using another nut and bolt on the last pop clip on the left side headlight housing to better align it closer to the hood. I can't find a place to shift the top of the housing closer though... At least it ALMOST looks uniform now.

As for the right side of the bumper sagging next to the right headlight. I can't figure out what else to do. Nothing will align with it properly. All clips and screws are properly in place. It's way less noticeable than yesterday, but I'll still think about it. I'm happy for now at least. Way more successful day compared to yesterday.
