To get rid of the update from popping up all the time just delete a specific KB update on Windows 7 from within the windows update panel.

KB3035583 – Update enables additional capabilities for Windows Update notifications in Windows 8.1 and Windows 7 SP1

Control panel > programs > programs and features > view installed updates > uninstall KB3035583
