So what exactly can you use to enlarge this hole? And is it plastic that you are cutting through? What material is it?

IT's plastic with little fibers in it so it doesn't bend. most just use a dremel with a rasp or rotory cutting bit you can buy a rotary tool that has this bit with it at your local discount tool place
9harbor frieght) for around 10 dollars, borrow one from a friend, or just go to menards and buy a nice one for 30 bucks as it is an extremely usefull tool to have. get a sanding drum attachment too if your baller and can throw around the extra 5 bucks Cut a cicle the diameter of the pipe out of a piece of paper and use that to check how much you are cutting off (hint for stillen to include a template in the instructions here)
