Boost not going up enough when boost controller is turned up

I am trying to fix an issue on my car, hoping someone on here can help me out.

I have a Boosted performance kit on my car. I have a GReddy profec boost controller and it's hooked up properly. If I do a pull with my boost controller off, my car goes to right around 8 psi of boost with no issues. Which is pretty close as I have 9 psi springs in my wastegates. This is fine. When I turn the controller up the boost does go up but not as much as it should. For instance, if I have the boost controller set to 65%, I only hit 11-11.5 PSI. Which is really low for having the boost controller set so high up. At 65% the car should be seeing like 16 PSI. Can anyone help figure out what is going on here? I've checked all the vacuum lines and it's all good.

You have a boost leak. BP kits are notorious for it. Smoke test it. That or you have an exhaust leak causing it. Notorious for that too. Along with the turbo going bad.
