A2A Stillen SC Belt Tensioner - Issues

Removed to get to bottom bolts for my A2A install.... having issues. Putting back on. Anyone have tips on how much tension the SC belt should have?

How many washers are on the tensioner? I have a brass one but feel there is one more? Pulley looks tilted on.

Anyone have pics or diagrams? Is the SC belt tensioner assembly this a Vortech part or Stillen made part?
