UPDATE

Today while working on the car, I tried to see if I could get it to do the same thing while parked and safe. I was able to get the wipers to stop working for up to ~20 seconds just by fiddling with them, not playing with fuses or any connections. Once they would start back up, there would be a soft mechanical whine for the first few times back and forth, before going away. I've dropped it off at the dealer and told them I want it checked out further, I'm thinking maybe the wiper motor gear is stripped and catching on and off? Any ideas?
