Help with handle scratches
 

So I had the wheels powder coated and the handles painted both black. I have noticed little scratches on the wheels and on the handle. Can these be buffed out? I'm afraid to even run a cloth across the wheels and handles...

The scratches aren't deep just more like little lines..

hard to tell cause we dont know what kind of paint and process used.
