Headlight still not working.

So my driver side headlight went out and I replaced the bulb but it still won’t work. The turn signal works but I noticed the light on the bottom right is out also. I was thinking that it’s my ballast but I’m not really sure.

Swap ballasts (left side ballast to right side light and vice versa). If lamp lights up, you know the ballast is the problem.

I agree. Sounds like a ballast issue although it is not very common.

I also realized that there’s water in the light. Could that also be the problem?

Yep. You have probably shorted out the ballast. Check the FSM (link in my sig) to make sure the relay/fuse isn't damaged. Good luck.
