Yes, those are the illuminated kick plates, and I'm sure the previous owner installed them. I did have the car detailed by the dealership when I bought it, but other than that, nothing has been put on the interior. I didn't really look at that area too much when I was test driving it, but I noticed it immediately after I picked up after the dealership washed it.

I would also consider just stopping by a good detail place and asking them what they might use to clear some of that up. I did that before for a little scuff on my roof... and the guy just hand-buffed it out right there for free.

FYI,
I tried the vinegar trick... DID NOT work. It behaved just like water did... wipe and it disappears for a split second and comes right back. |
