Airbag cover

So someone on ebay scammed me and sold me a steering wheel airbag and sent just the bag, no cover or clockspring. No returns, can't get a hold of him

Is there any way I can buy just the cover by itself??

dealership may have the odd parts or be able to order one from them, cant imagine it will be most economical but it may be an option.
