Radiator fans not spinning at all

After an oil change I realized my coolant began to overheat. When the car is just warming up it’s fine but as soon as my oil temps begin to rise the coolant temperature does too. I just changed my oil and flushed and filled my coolant (both at appropriate levels) and my car was still overheating. Then I ran the ipdm test and realized my fans don’t spin at all. I tested the fan motors and both still work. I tested the relay and it still has continuity with no resistance. The rad fan fuse isn’t blown. I swapped the cooling fan module and it still didn’t fix anything. I’m stumped and I don’t know what else could be the problem. The only thing I could think of is a bad harness but there still seems to be continuity, at least to the black wire that connected to the module. Is there anything else that can be bad that I should check?

Usually one way to tell is if you remove the middle wire from the fan module with the key on fans have to turn on.

On another note I noticed when I did my gallery gaskets that my fans wouldnt turn on. I had evacuated the A/C system and noticed that I was overheating.
I put A/C back on and fan operation returned to normal. I suspect the A/C high pressure switch interacts with the cooling process of the car.
