Does the VVEL only control the intake?

What activates the VVEL to go into the high lobe mode on the cams, rpm, full throttle?

It controls the lift on the intake.

Parameters that are preset in the ecu. Once you start pressing down on the gas pedal. The throttle blades go full open. What controls the rpm is valve lift and injector duration. This is the KISS answer.

I see.... so it is controlled by the ecu based on some parameters rather than the rpm as the vtec.

Curious why Nissan doesn't include the exhaust for higher lift at high rpm as well.
